INSTRUMENT FOR PRE-ACCESSION (IPA)
IPA III PERIOD
The sectoral approach of the IPA II period was continued in the 2021-2027 (IPA III) period and thematic priorities were determined under 5 main windows:
Window 1: Rule of law, fundamental rights and democracy;
Window 2: Good governance, acquis alignment, good neighbourly relations and strategic communication;
Window 3: Green agenda and sustainable connectivity;
Window 4: Competitiveness and inclusive growth;
Thematic Priority 1: Education, Employment, Social protection and Social Inclusion Policies, Health
Window 5: Territorial and cross border cooperation
Under the determined 5 thematic windows, all candidate countries will prepare their projects and projects deemed appropriate by the Commission will be selected. There will be two important selection criteria; these are relevance and maturity criteria. The same financial allocation will not be provided for each thematic window. Indicative budget will be determined for each window.

IPA II PERIOD
Instrument for Pre-Accession Assistance (IPA) second period covering 2014-2020 will be implemented in the framework of Turkey's targets which are capacity development in terms of EU acquis alignment and economical and social cohesion.
European Commission has introduced the sectoral approach in the new period for the effective utilization of funds. Within the framework of this sectoral approach, instead of the components based structure at the first period of IPA, some priority sectors to be financed and the responsible lead institutions to conduct the sectoral preparations have been identified.
The priority sectors and the lead beneficiaries as identified for IPA II period:
1. Democracy and Governance (Ministry for EU Affairs)
(Alignment with EU acquis, Union Programmes and Civil Society)
2. Rule of Law and Fundamental Rights, (Ministry of Justice, Ministry of Interior and Ministry for EU Affairs)
3. Environment, (Ministry of Environment and Urbanization)
4. Transport, (Ministry of Transport, Maritime Affairs and Communications)
5. Energy, (Ministry of Energy and Natural Resources)
6. Competitiveness and Innovation (Ministry of Science, Industry and Technology)
7. Employment, Human Resources Development and Social Policies, (Ministry of Labor and Social Security)
8. Agriculture and Rural Development, (Ministry of Food, Agriculture and Livestock)

IPA I PERIOD
The first period of Instrument for Pre-Accession Assistance (IPA) covering the years between 2007-2013 is being implemented for the establishment of institutional capacity towards Turkey's alignment with the acquis communautaire and its implementation along with the establishment of capacity for the economic and social cohesion.
To this end, the EU funds allocated to Turkey amounting to 4,7 MEUR in total is used by our relevant Authorities within the scope of five components as following.
