TEACHING PROFESSION LAW PUBLISHED IN THE OFFICIAL GAZETTE

Teaching Profession Law is published in the Official Gazette and went into force after it was adopted by the Parliament. Wishing that the law would be a blessing for the country, Minister of National Education Mahmut Özer said, "On behalf of all the education community and especially teachers, I would like to express my gratitude to President Recep Tayyıp Erdoğan who led this historical step."
TEACHING PROFESSION LAW PUBLISHED IN THE OFFICIAL GAZETTE

The new law stipulates teacher appointments, professional improvements and career steps.

 

The newly adopted law defines teaching as a specialized profession concerning education and training and related management duties. The law regulates that teachers will be obliged to fulfill their teaching duties according to the goals and basic principles of Turkish national education and in line with professional ethics.

 

Teachers will start the profession as "candidates" before subsequently obtaining the title of "teacher," "expert teacher" and "head teacher" based on the progress of their career. Pursuant to the new law, candidate teachers who worked at least 10 years in the profession will attend the Expert Teaching Training Program and apply for written exam in order to become expert teachers. Those who got a score of 70 or higher in the exam will get the expert teaching certificate.  

 

Teachers who worked as an expert teacher at least for 10 years and successfully completed the "Head Teacher Training Program" and other programs required to become head teacher will enter a written examination. Those who get 70 or higher grades will receive the Head Teacher Certificate.

 

Teachers who completed post graduate programs will be exempted from the expert teacher exam and those who completed doctorate programs will be exempted from the head teacher exam.

 

In the situations for which there are no provisions, articles of Primary Education and Training Law, Civil Servants Law and National Education Basic Law and other related laws will be applied.

 

An amendment in the Civil Servants Law foresees improvement in the compensations which will be paid to expert teachers and head teachers.  According to the new regulation, compensation paid to expert teachers will increase from 20 percent to 60 percent and compensation of head teachers will be increased from 40 percent to 120 percent.

 

Expert teachers or head teachers who were in duty when the law came into force will benefit from the rights granted by the new law.
